Skilled Nursing Facility Workforce and Quality Incentive Program

The Skilled Nursing Facility (SNF) Workforce and Quality Incentive Program (WQIP) provides supplemental reimbursement to participating network skilled nursing facilities through performance based directed payment to incentivize workforce and quality for Medi-Cal certified SNFs.

Managed Care Plans (MCPs) will make directed payments to eligible SNFs based on utilization during the calendar year (CY).

In addition, directed pass through payments will be determined based on how SNFs perform on WQIP metrics. WQIP payment will also be reduced for facilities with A or AA citations from California Department of Public Health (CDPH) for violations that have occurred.

Disputes for Payment

If a SNF has a dispute for payments issued under SNF WQIP, the SNF can email the Ancillary Relations Service team stating the service period and dispute reason in detail. The SNF has six months from IEHP’s payment check date to dispute a payment.
